The application for certification of railway products business and its products should meet the following conditions: 
 1, the domestic enterprises of the People's Republic of China should hold a Corporate Business License "issued by the competent administrative department for industry and commerce, foreign enterprises should hold the relevant bodies of the registration certificates of; 
 2, the products applied for certification can be carried out in the Railways Product Certification Center directory within the scope of the Railways Product Certification; 
 3, the auditee shall be in accordance with the ISO9001 quality management system requirements of the ISO9000 series of standards and CRCC product certification implementation rules to establish a quality management system standard, or foreign applicant host country equivalent; 
 4, the product quality in line with national industry product certification issued by the published technical standards or the Ministry of Railways conditions; 
 5, with the necessary production to ensure product quality, testing conditions and means; 
 6, the products applied for certification with the R & D and design capabilities (when required); 
 7, in the railway industry, the successful application delivery experience, if necessary, identification by the railway industry or technology assessment; 
 8 normal mass production, product quality is stable, there is sufficient supply capacity, with excellent pre and post sales service and spare parts supply; 
 9, in line with national, industry, legal and regulatory requirements.
